Water and Sanitation admin takeover – 1 December 2025 by MidCity

MidCity Utilities is managing the electrical utilities (metering, billing, electrical account and all City of Tshwane electrical queries) for Vista Body Corporate.

Vista Body Corporate is currently making use of another service provider to do the water meter readings and the associated billing thereof, and their services will come to an end as from the 30th of November 2025.

MidCity Utilities will take over the management and billing of the water and sanitation as from the 1st of December 2025 going forward. MidCity Utilities apply the prescripts and bylaws of relevant municipalities for tariffs, fees, risk
deposits, administrative charges, penalties, and fines, when and where applicable.
As per the municipal bylaws of the City of Tshwane Metropolitan Municipality, risk deposits on all post-paid accounts (electricity, water, and sanitation) are applicable.

The risk deposits on all post-paid utility’s accounts are reviewed annually or when needed, based on the end user’s consumption and account history or behaviour.

As per the agreement with the Trustees of Vista Body Corporate, the following would apply in relation to risk deposits on water / sanitation:

  • Current owners living in the BC, will NOT be required to pay a WS (Water and sanitation) risk deposit.
  • Existing residents who are renting and have paid the risk deposit of R700 to EAS will have their risk deposit transferred over to MidCity Utilities.
  • New residents who are renting at the BC, will be required to pay a WS risk deposit.
  • Risk deposits on owners, living in the BC, will only be raised with instruction and agreement between the Trustees, owners and the service provider (MidCity Utilities).
  • All new owners/residents, moving in after the 1st of December 2025, will be required to pay a WS risk deposit, starting off at R700 (Seven hundred Rand).
  • Risk deposits are refundable after settlement of the final account has been made to the registered account holder.

MidCity Risk Deposit Review 2024

This serves as notice of the yearly review of risk deposits held on all post-paid electricity, water and sanitation utility services.

As per the municipal or local authority requirements, a risk deposit that is held, should be equal to at least two month’s utilities account.

Yearly tariffs increase and possible increase in utilities consumption on monthly accounts, necessitates the review of the risk deposit held.

The risk deposit increase (if required) is calculated using historical consumption and account patterns on all current post-paid utilities’ services.

Clients who are only on prepaid electricity, do not have to contribute towards electrical risk deposits.

The risk deposit adjustment will be raised on the 202412 statement that will be issued on or about the 22nd of November 2024.

Electricity Management

As some of you may or may not know, it was announced at the annual AGM in late May that MidCity Utilities has been appointed as the new electricity management company for Vista.

The physical meter replacements will be done on the 26th and the 27th June 2023.

We urge all residents to please complete the MidCity Utilities Application Form and email it to contracts@midcityutilities.co.za before 26 June 2023. The new meters will be installed with or without the application form.

The trustees would also like to take this opportunity to thank and express our gratitude to JDV Tech for their service and dedication to Vista over the many years. JDV Tech will be taking a final reading on 26 June 2023 and you’ll receive your final invoice from them. Your June invoice from JDV Tech will be due by 7 July 2023.

Electricity Smart Meters

Interested owners needed to evaluate electricity smart meter suppliers.

We have received proposals from 3 suppliers to replace all existing electricity meters with Smart Meters free of charge.

Smart Meters are the best of both worlds. Smart Meters will allow owners to continue using the existing Post-Paid method of consuming and paying for electricity (as we currently do at Vista) or they can easily switch to the Pre-Paid method should they wish. 

Since we have 3 suitable suppliers, the decision to select one is difficult. The Trustees therefore would like to know if there are any owners who can volunteer to evaluate 1 of the suppliers for a few months and provide us with valuable feedback.
